It might not be. Do you mean by this that Windows users experience the
same problem?
I first asked here and only Ed Greshko answered but he had no
solution. I didn't have a single answer on the NVIDIA forums. So, yes,
it's a rant.
I sent the NVIDIA bug report, but the Fedora list system doesn't
accept it because it's too long, I suppose. It doesn't appear here:

So, here are error messages when I start nvidia-settings:
