Let's wait to do this one until blockerbugs gets re-engineered to integrate more closely with bugzilla (it will when bugzilla gets fedmsg support which should happen sometime in 2015 (crystal ball!)).
I figure the blockerbugs code will change then, so I don't want to invest engineering effort into this badge until after those changes happen.
