Yeah. CoreOS uses "provide that in the userdata".

What key distribution issues are you refering to?
It assumes the presence of a certificate infrastructure to be secure and leaves that as an exercise for the sysadmin (using userdata via cloud-init/etc, as Matthew said). That's all.
