I'm sure there is but I'm not sure exactly how off the top of my head. I've just used it to install cockpit from the base repositories. Installing things via ansible is fairly basic. There's a lot of info out there on how to do it.

You can create an /etc/cockpit/machines.d/01-mymachines.json mechanically. The
format is documented here:

Note that Cockpit does not currently support having that many machines in the
Dashboard, so you might run into trouble there.
