I think you want something like
find .[^.]* | wc -l
to avoid counting the files under '.' and '..'
Note also that most of the files you find that way are not config files.
Perhaps you wanted something like
ls -1 .[^.]* | wc -l or find . -name '.[^.]*' | wc -l
