Yes, and a few other interpreted languages do that too. That really ought to be fixed, the sitelib (as opposed to sitearch) directories for interpreted languages should be in /usr/share, not /usr/lib.
I'll be the first to say that you're not wrong, but there are issues with "mixed" packages regarding finding all the pieces, e.g., a native package with a compiled module.
