Actually, I gave it a try to a version of the spec file without the "noarch", which produced an "fc18.x86_64" package, but got the same result when trying to install it...
"Requires: /usr/bin/perl"
That does not seem to change much, at the end o the output of `rpmbuild -ba' I'm still seeing this:

i.e., "perl(any)" is still there, and that is still where trying to install the package dies. :-(
r try to remove it completly i would wonder if the perl base pakcage can be uninstalled
