Please stop doing this. Just use "*" or "-" like everyone else. Adding these UTF8 characters adds no value whatsoever.
That being said I think that for compatibility it would be better to stick to ascii if possible, not all mailer understand utf8.
In the end I think tha this should be left to the packager.

If only ASCII is allowed, a lot of people will not have the possibility to have their names spelled correctly, with proper accents or umlauts, in Changelogs.
For this very reason, we treat all GNOME ChangeLogs as UTF-8. IMHO, that may make sense in Fedora ChangeLog guidelines as well.
