If you're a (co)maintainer for python-igraph, then yes you need to address it. The things that weren't auto-rebuilt for the python bump either had closed ACLs or failed to build from source.

Alternatively, stop using ACL's and let others help you.

Can someone remind me where to find the web page for editing the acls? (Not easily found from fedoraproject.org/wiki, I'm afraid)

OK, so how do I 'stop using acls and let others help you'? When I look at https://admin.fedoraproject.org/pkgdb/packages/name/python-igraph
it looks to me that provenpackager group members can commit? on

Perhaps Rahul was speaking in the general sense, and not specifically about your package. I never claimed that your package was closed, only that it didn't automatically get rebuilt for one of two reasons.

Could someone please tell me what action I need to take?

The bottom line is your package needs to be rebuilt against the new python. Apparently in the past it didn't work ( http://koji.fedoraproject.org/koji/taskinfo?taskID=958430 ) unfortunately there aren't any logs left, so you should try a build again, see why it fails, and fix it.

DEBUG util.py:250: No Package Found for igraph-devel = 0.5.1
How do I ensure igraph-devel is available to build against?

Well, your python-igraph is looking explicitly for igraph-devel version 0.5.1, however you bumped igraph only on F8 and F9 branches, none of the others. You'll need to bump igraph in devel/ for your F11 build, and likely the same in the F-10/ branch so that your NVRs don't go backwards between F9 and F10.
