This page shows all bugs in the 'Package Review' component (8104 in total), but it includes closed bugs and merge reviews. Probably there is a better bugzilla search which would narrow it down a bit.

Why not just look at http://fedoraproject.org/PackageReviewStatus/ ?

Would be good to have a breakdown without the "Merge Review"s, perhaps it wouldn't look so bad then ;-)
What is the plan with Merge Reviews anyway ? Is there a long term goal ? Can they only be done by certain people (I noticed that at least they are not suggested for beginner Packagers wanting to get sponsored) ?

To process them as any other review.
DT> Is there a long term goal ?
To have them all reviewed.

Anyone who is sponsored can do package reviews. People who are not sponsored are welcome to make comments, but they cannot set the flags. This is no different than any other review ticket.
Separating out the merge reviews would only serve to focus less reviewer time on them. I personally tend to spend my time on the non-merge reviews as those have a eager person attached to them who would obviously like their package to be in the distro, but I try to do an occasional merge review and there's no reason that someone else couldn't have other priorities.

I intended to add that FESCo targeted a list of merge reviews to get done before F9; obviously those didn't get done, but there are some tough packages like gcc and kernel on the list. The tracker bug is https://bugzilla.redhat.com/show_bug.cgi?id=426387
Folks are certainly welcome to pick off some of the tickets not yet assigned from that list, or to go through and ping the ones that seem to have stalled out.
It also occurred to me that the whole merge review list could use some gardening, to make sure the current package owners are at least CC'd on the tickets. It is often the case that the traffic just isn't getting to the person responsible for those packages. Anyone at all can do this; the simplest way seems to be to run an IRC client, open a ticket with zodbot and ask it ".whoowns blah".
