Hi friends i am using the epel(7) repo in Amazon Linux 2 and since two weeks ago the package libmaxminddb disappeared. Is this the right place to ask for why it was removed from the repository. Is there some kind of a removal announcement / change history list?

I believe it was removed from EPEL-7, because it's available in RHEL-7, added in 7.7 if I see right.

Hi Dan, thank you for answering. Is there a known reason, why it was removed for the x86_64 arch but not for aarch64? Because i can still find it there.

aarch64 is a 'dead' release for EL-7 with no updates since 2019. This has a knock-on effect that nothing gets removed either until 2024 without removing all the packages from the mirrors.
