It is as was as said in the announcement. There were administrative,
monetary, or calendar issues with each of the bids. In the end we had to
quickly make a decision on an alternate city. Thankfully, Red Hat has
increased their support for Flock in the form of additional meeting
management assistance. This allowed us to make a decision from a set of
alternate cities inspired by the original choices. Dresden came out on top
as being able to meet our administrative, monetary and calendar needs.

Don't get me wrong, I don't *object* the decision, in fact
Dresden works
for me better than all the 3 proposals; I'd just like to know how this
works, so I can understand it better. Chances are, I was just lost during
the process.
