"first time" as in every time after login? That's definitely a bug. Please
open
a new bug on
bugs.kde.org, product KScreen and attach output from "kscreen-
console bug".
If it happens only after first login into a clear new account, it's probably
because a generic "optimal" configuration is created, setting the biggest
monitor as primary.

Btw. Today I a signed up for a fas-account and gave positive karma to
kscreen. Although I still don't like the way Fedora/Red Hat have organized
the account system, I've ever missed the possibility to explicit express
any positive karma when bugs were solved. From now on I hope to contribute
more in this area.
