Try from command line for more info:
dnf install kdelibs3-devel
Correction: the package is installed. dnfdragora was displaying
erroneous, or at least incomplete, information.
Will start trying to build pwmanager-1.2.4 at the earliest opportunity,
under the assumption that I now have the tools to proceed. Thank you,
