I don't believe we've ever set an expectation of what spins will be produced for which milestones. It's been haphazard at best.
I would like to propose that spins are not created as part of Alpha/Beta/Snapshots unless explicitly requested of releng. (Note that the Desktop and KDE live images are not what I consider "spins", they are part of the on mirror distribution). This would take effect immediately (since I haven't built any spins for 13-Alpha...).

Well, I think if we're going to ship spins, they should be tested as part of some milestone. Whether that's releng composing them, or the Spins SIG composing them can be negotiated, but it's probably simplest if they're pushed as part of a similar process.

Would this be accompanied by more advertising of the nightly composes that nirik has setup?

Yes, the nightly composes could be mentioned on the Alpha release announcement.
+1
I think the nightly builds are a solid enough test platform for Spins/SIGs to work with. Just my opinion though.

I think this probably works out better as long as demand doesn't swamp the server with the nightly composes. People can grab up to date ones whenever and releng doesn't need to deal with worrying about them at the alpha and beta crunch times. I suspect that having live spins synchronized with the alpha and beta doesn't really add that much extra value to testing.
