Is there going to be any important effect on the moblin spin for F13 due to this change?
Possibly.
I'm sure if Moblin 2.2 is actually going to be released. There's rumblings that it'll be pushed back to 2H 2010 and become MeeGo 1.0.
So the F13 moblin spin might have to revert back to the Moblin 2.1 release.

AFAICT it hasn't been announced.

Well as the feature maintainer I'll make that decision when I have all the information in front of me. I'm travelling at the moment so a little bit out of contact.

I'm still on holidays with out a constant net connection but just to follow up on this further. I don't see this really affecting the Moblin spin. AFAICT the release is still planned for about when it was before. There will likely a number of package renames that I'll need help with. From the reading I've done it doesn't look like much is going to change from the netbook side of things in the short term.... other than lots of package renames.
