repeatedly results from:
dnf system-upgrade download --refresh --releasever=31
from a freshly upgraded F30-32. After $SUBJECT 2-3 times I tried disabling updates-testing, then updates-testing and updates, but no change in behavior.

By "F30-32", do you mean a 32-bit install? If so, did you miss all the discussion about 32-bit repos going away? https://fedoraproject.org/wiki/Changes/Noi686Repositories

I did miss all such discussion. Whatever doesn't show up on the kde list or this list I don't see unless via search result.

I've been wondering a long time when that would happen. When did 32bit repos actually go? Neither that URL nor the bug it refers to indicate a date AFAICT.

I thought it had come up on this one, but maybe it was just -devel.

Targeted release: Fedora 31

Ambiguous. 2019-10-31 would answer the question, if 2019-10-31 were the official F31 release date, and that's when those repos ceased to be available.

No, it was much earlier. We stopped generating them quite early in the F31 cycle, I think around the time it branched.
