Toshiba Laptops have an integrated bluetooth-adapter, which is disabled after powering on the machine.
There is a small patch to toshiba_acpi kernel-module for enabling a user-space-tool (like toshset) to enable the adapter.

Ubuntu has included this patch. Is there a chance of including this patch into Fedoras kernel ?

The real question is why is that patch not upstream, then it would be in every distro.

Ubuntu should try to push their patches upstream. That's the only way to make OSS better.

If it is reviewed and accepted upstream then yes.
