I noticed that even though sound cards and speakers check out that in FC3 only the root user can play a cd. Any other user gets a popup that the cd can't be read. Has anyone else had this trouble? No changes to access privledges were made after installation so this is the assumed setting.

No. FC-3 plays CDs just fine (as a normal user). Maybe your CDROM is wonky?

Do a full update (yum update), then it should be okay...
