what if you download only one rpm per repo?
Doesn't really help if you're bandwidth constrained. Parallel downloads from different repos will still end up crushing your network connection.
Parallel downloading is good for some users but it probably shouldn't be the default.

So a yum-paralllel-download would be a good package to have ;)
Or preemptive throttled rpm downloader to download likely to be needed files into the yum cache
