Still raises the question from where webmin loads the release?
[root@Casa antonio]# rpm -qa plymouth* plymouth-plugin-solar-0.6.0-2.fc11.i386 plymouth-scripts-0.6.0-2.fc11.i386 plymouth-utils-0.6.0-2.fc11.i386 plymouth-plugin-label-0.6.0-2.fc11.i386 plymouth-gdm-hooks-0.6.0-2.fc11.i386 plymouth-0.6.0-2.fc11.i386 plymouth-plugin-spinfinity-0.6.0-2.fc11.i386 plymouth-libs-0.6.0-2.fc11.i386
How old is your kernel initrd? Can you extract the files stored within it? It contains copies of /etc/fedora-release and /etc/system-release.

I am running 2.6.28-3.fc11.i686 that is quite old for rawhide, but no 29 series kernel completes booting on this particular system (see Bug 479525 - Kernel doesn't complete booting reported on January 10 and related comments). The other system reporting 10.91 is running on latest kernel.
