How old is your kernel initrd? Can you extract the files stored within it? It contains copies of /etc/fedora-release and /etc/system-release.
I am running 2.6.28-3.fc11.i686 that is quite old for rawhide, but no 29 series kernel completes booting on this particular system (see Bug 479525 - Kernel doesn't complete booting reported on January 10 and related comments). The other system reporting 10.91 is running on latest kernel.
Well, then recreate your initrd, so it contains up-to-date Fedora release information. (of course, you can skip this step if you examine the files in your initrd to prove that they are still from 10.90 instead of 10.91)
