This is multiarch breakage. The package release is tagged dist-f13. Will a newer update prior to F13 release replace it _including_ these multiarch-composed packages? [ http://koji.fedoraproject.org/koji/buildinfo?buildID=168275 ]
Or to ask differently, will these multiarch compose packages remain in the repo even if the next gcc update is moved into dist-f13? Or will it need auto-obsoletes in gcc-gfortran?

None of the gcc-* subpackages (nor libgcj-src) were ever meant to be multilib, they should always be included just for the primary arch. Other lib* subpackages of gcc on the other side are multilib and should be shipped for both arches.
The above sounds like gcc-gfortran.i686 has been wrongly composed into the x86-64 tree.
