I don't get any splash window/panel/dialog on login. Doesn't matter if compiz is enabled or not. What should I file a bug against? GDM or what?

GNOME does not have a splash screen by default anymore. You can enable it manually if you prefer that.

Nothing.
This was an intentional change. To get the splashscreen back, set /apps/gnome-session/options/show_splash_screen to true in gconf-editor.
