Yesterday when I performed the update, package sos from fedora repo was reported due to the missing public key.

Public key for sos-1.9-1.fc12.noarch.rpm is not installed
Is it normal for a package in fedora repo during the alpha phase ?

There were several old (Fedora 12) packages that weren't yet signed with the Fedora 13 key. The majority of those seem to have been handled so far, but looks like a few remain.
Maybe someone from Fedora release engineering has insight?

Same thing's being discussed on -devel right now.
It's an F12 update that's been inherited into F13, hence the problem. Jesse says he thought about it when he set up the inheritance, but forgot about it since, and now he'll have to think how to work it in.
