The F21 lp and lpr commands print blank pages. The CUPS test page printed normally, as did a print from GIMP.

Unfortunately a number of things have conspired to prevent me from debugging lpr. I tried installing Heisenbug CUPS but this only left CUPS broken. I tried uninstalling and reinstalling CUPS with yum but CUPS is still inoperable.
Finally I can't install a working F21 on my test machine. Only Gnome installs to a working desktop for the last week or so, and today Gnome won't install because of dependency. Perhaps the alpha tc1 will fix some of this.

I made a fresh Fedora 21 install today, Xfce et al. using Heisenbug netinst.iso.
The installed Xfce desktop lacks printer setup. I installed control-center and gave the command control-center printers. This installed for my hp 2605dn laserjet. Test page worked, as did geany. lp still prints blank pages, no error messages seen.

creative and development on a test machine, then set up the printer (hp 2605dn on ethernet). At this point the lp command worked.
Then I installed Xfce. Lp went back to producing blank pages.

The access_log is no good for diagnosing this.
