Just upgraded from FC2 to FC3 RC5. This line was added to /etc/rc.local:
echo 0 > /proc/sys/net/ipv4/tcp_default_win_scale
However, there is no such file.
Maybe this was suposed to be:
echo 0 > /proc/sys/net/ipv4/tcp_window_scaling
Presently:
# cat /proc/sys/net/ipv4/tcp_window_scaling 1

This was my entry and the name was changed in the kernel.
Has to do with buggy routers. See:

Btw. the proper place for such settings is /etc/sysctl.conf.
