Fluendo has signed an agreement that allows them to distribute the codec. However you cannot REdistribute that codec. Therefor it is not acceptable in Fedora, as all of Fedora must be redistributable.

I don't understand very much to the legal issues concerning mp3 and don't mind it is not in Fedora by default. But I wonder, since lame mp3 implementation [1] is licensed under LGPL, are there any other licensing/legal/other issues blocking such an implementation?
