I'm running FC4 with all the updates. Generally it works great. I can write DVDs without errors using K3B.
However, I can't mount a DVD for reading. Selecting "Mount" on the "CD Recorder" icon on the desktop yields:
"mount: I could not determine the filesystem type, and none was specified Please check that the disk is entered correctly."
I've tried this with both a Rocky Ridge and Joliet formated DVDs as well as a 3rd party commercial DVD.
Double clicking the "CD Recorder" icon yields:

In case it matters, the data on the DVD is a backup of the hard drive on the machine - text files, open office files, etc.

I installed 2.6.13-1.1526_FC4smp and got it to mount and read ONCE. I can't get it to work again. This is a very frustrating problem.

I think the problem is that the previous disk hasn't unmounted correctly.
If I do a "unmount" via a right click on the desktop icon, I get a busy error. I get the same doing it from the command line. However, I can get it to unmount without errors by doing a "umount -l /dev/hdc". I am wondering if the problem isn't that there is multiple references to the drive, ie /media/cdrecorder and /dev/hdc.

I am able to read the CDROM drive about 25% of the time. Very frustrating. There have been CDROM access issues in Fedora since FC2. It is about time this got fixed.
I tried adding "hdc=ide-scsi" to the kernel boot line in grub.conf. That makes the device /dev/scd0 rather that /media/cdrecorder. I now can't access a CDROM without trying 8 times.

Well, I do understand your frustration, really, but there are a hell of a lot of people who are *NOT* having your problem. Myself included, I've never had these problems and I've been running this kind of distro since Redhat 5.2.
A few things to check:
You're NOT using cable select on the device?
Have you tried turning off DMA for the DVD drive?

Yes on both counts. Cable select is not used on the CDROM. I've tried it with DMA on and off.
IT seems more like a permission problem or 2 logical devices (/media/cdrom and /media/cdrecorder) accessing /dev/hdc ? Just guesses.
The device is the dvd/cdrom drive in an HP ZD7280 laptop. I've got this problem on another computer as well, a desktop machine.
There are half a dozen threads on fedoraforum.org about this problem, but there doesn't seem to be a conclusive solution.

This problem appears to be fixed. I updated to kernel 2.6.13-1.1526 and updated kde to 3.4.3-1.0 and all seems well. I have not had any more problems mounting CDROMs.

I have a question?
Is this a clean install or an upgrade? I ask this as I have three FC4 machines, all with DVD players/recorders in them. I do not have any issues (other than DMA on a laptop) in mounting, or unmounting.
With all the changes in between RH to FC4, I would not be surprised about some strange config file someplace affecting the mounting.
You stated that there are issues with unmounting. I question what and how the drive is being mounted without a CD/DVD in it.
Now in FC4, I find that putting a blank DVD in actually mounts the DVD. Burning it in K3B using the test flag causes the DVD to eject and be remounted with the volume name.
Check lsof and lsdev to see if there is anything that is coming up.
I wonder if you DVD is being listed as two devices instead of just one. Just a guess.
