Missing admin tools in F12?

Where are all the admin tools?  I've done a couple of F12 installs so
far, from the Live CD, and most of
  the "expected" tools under System->Administration appear to be gone. 
Some of them seem to have moved
  to "Preferences", but for example there doesn't appear to be a tool
for doing service startup/shutdown etc.
  (Like, for example, SSHD, which doesn't come up after an F12 fresh
install).
