Stackage LTS 11 for F29

Hi,
Stackage LTS 11 is still on ghc-8.2.2 (and ghc-8.4.3 was just released).
F28 is basically based on LTS 10.
So my current thinking is that for F29 we should just update our package
set to LTS 11.
(As you may know cabal-rpm looks at latest LTS (on F27+) rather than
directly at Hackage.)
URM should also be following Stackage LTS: though with Stackage we don't
really need it.
I am not sure when LTS 12 (which should be based on ghc 8.4) will be
released - I doubt it will be in time for the Fedora 29 Change deadline or
mass rebuild.
So I plan to put in a Change named something like "Update Haskell to
Stackage LTS 11" soon.
Let me know if you have any thoughts.
