I'm not sure I understand fully defined. C is posix standard and C.UTF-8 is
just unicode aware version. Meaning C.UTF-8 does not have to be present the
same way as e.g. en_US.UTF-8. Also default fallback should be C not C.UTF-8.
On the other hand configs should use 7-bit ascii, so in the end it should work
the same way even if C.UTF-8 is not present, because it will fallback to C.
But still C seems like the best/safest option to me.
