Usually eBay will help you, but don't forget to otherwise check if the
CPU is in warranty, and just go directly to Intel/AMD if all else fails.
I believe you still need to ship it with the fan?

Nop! This is a mobile cpu. Does not come with a fan.
Seller is not AMD, so not sure if it carries and AMD warranty.
Seller says it is brand new never used.
